You are correct but the real problem is that we do not have an election system that is non refutable. So the first order of the day is to build a real transparent election system that is irrefutable. Second is then to elect, then the problem would go away. Mind you, when I say election I also mean a recall system too. If the people loose confidence in any employee, they are gone within an hour; that is the kind of system I am talking about and it can be done.
