The speaker is so called Zorra that presents itself as higher consciousness, creator and spiritual father of that physical person that is speaking which is used as channel for that Zorra.
That physical person is known as retired Colonel Billie Faye Woodard, his father Zorra from Hollow Earth is speaking through him. That Billie is using his voice, but when Zorra comes as consciousness voice slightly changes so you can tell its different person speaking.
Nobody there is claiming they are JFK Jr, they are just stating what they know of him and that he is Q.
