The Iraq War troop surge of 2007, commonly known as the troop surge, or simply the surge, refers to the George W. Bush administration's 2007 increase in the number of U.S. military combat troops in Iraq in order to provide security to Baghdad and Al Anbar Governorate.

 

The surge was developed under the working title "The New Way Forward" and was announced in January 2007 by Bush during a television speech. Bush ordered the deployment of more than 20,000 soldiers into Iraq (five additional brigades), and sent the majority of them into Baghdad. He also extended the tour of most of the Army troops in country and some of the Marines already in Anbar. The President described the overall objective as establishing a "unified, democratic federal Iraq that can govern itself, defend itself, and sustain itself, and is an ally in the War on Terror." The major element of the strategy was a change in focus for the U.S. military "to help Iraqis clear and secure neighborhoods, to help them protect the local population, and to help ensure that the Iraqi forces left behind are capable of providing the security". The President stated that the surge would then provide the time and conditions conducive to reconciliation between communities.

 

Initiated against strong domestic opposition and after the Republican defeat in the 2006 midterm elections, the surge was considered to be extremely difficult politically. One White House staffer explained the political rationale succinctly: "If you're going to be a bear, be a grizzly." In retrospect, Hillary Clinton, Barack Obama and other critics of the surge have argued that it was successful.

Vice President’s Son Discharged from Navy Due to Drug Use

In an embarrassing coda to Vice President Joe Biden’s long career as one of the chief architects of the War on Drugs, one of his sons was booted from the U.S. Navy after testing positive for cocaine.

 

Hunter Biden, 45, the younger of the Vice President’s two sons, was commissioned as an ensign in May 2013; an attorney and a managing partner at an investment firm, he had received a direct commission. After a short training course he was assigned to a Naval Reserve duty post as a public affairs officer in a Norfolk, Virginia-based unit. His career in the Navy did not last long.

 

Within a month, Hunter tested positive for cocaine; he was dishonorably discharged in February 2014, though his discharge was not publicly reported until October. Hunter had enlisted with a waiver based on his age and a second waiver due to a previous drug-related charge.

 

“It was the honor of my life to serve in the U.S. Navy, and I am embarrassed that my actions led to my administrative discharge,” he said, adding, “I respect the Navy’s decision. With the love and support of my family, I’m moving forward.”

 

Vice President Biden declined comment on his son’s troubles. However, some found the situation bitterly ironic. Jesse Walker, an editor with Reason magazine, noted that Joe Biden was “one of the most strident drug warriors” in the modern era, and had key roles in legislation that included federal mandatory minimum sentences, the crack/powder cocaine sentencing disparity and federal asset forfeiture laws.

 

“If the Drug War had its own Mount Rushmore, Biden’s face would be carved on it, right next to Richard Nixon and Bill Bennett,” Walker said. He also expressed a sentiment likely shared by many others: “I’m glad the younger Biden hasn’t had to suffer any formal penalty greater [than discharge]. It’s a shame his father’s laws have wrecked the lives of so many people who did no more than he did.”

 

Although dishonorably discharged, Hunter Biden kept his law license and did not face criminal prosecution.

A massive blaze at the NYPD’s Brooklyn impound warehouse appears to have been accidental, sources told The Post Wednesday — as officials began to assess the potential damage to decades of evidence stored at the facility.

 

Investigators were finally able to enter the scorched Erie Basin Auto Pound in Red Hook — more than 24 hours after flames began tearing through the facility on Tuesday morning, sending huge plumes of smoke into the air and more than a dozen employees inside fleeing.

 

The warehouse is used by the NYPD to house a variety of evidence dating back to the 1980s, including seized vehicles and motorcycles, and “historic vehicles” tied to past cases.

 

“Arson detectives are in there now rummaging through the materials that are left. A lot of data and DNA stuff, like prints and things of that nature, are backed up on a computer,” Paul DiGiacomo, head of the NYPD Detective Endowment Association, told The Post Wednesday afternoon.

 

No official cause has been released, but police sources said the inferno does not appear to be criminal in nature, with detectives eyeing electrical issues, such as outdated wiring or old generators, as possible culprits.
