Kirby: These are three nation-states [China, Russia, North Korea] which bristle at the Rules Based Order that the United States, and our allies and partners, have helped stabilize here, and put in place since the end of the Cold War. We still believe that that Rules Based Order matters, and that there are certain nations that would like to act in ways immutable to that order.
