Seems like they had everything in place to do what they said. I don't think they expected Trump to walk away. They had all the undercover cops ready to go during J6. Remember, they staged the insurrection BEFORE Pence's final certification. They interupted the vote with police inciting the crowd and letting them into the capitol.
When Pence certified they lost their narrative so they blamed Trump for the insurrection.
