Why would the Government stipulate those things as FACTS in this filing?

Would a National Security counter-intel operation allow the Government to LIE in a Federal Court filing to spread disinfo to the enemy?
I just find it hard to believe the Govt is saying, on the record, there is NO EVIDENCE of any IT crime.
