Power companies are in business to make money, not to offer their customers great "opportunities" to pay them less.
Lock in customers for 12-24 months at today's rate; oil/energy prices fall; increase profit margins.
Utility companies leverage costs using the futures market, and highly paid internal energy market analysts. They know what oil/gas prices will do in advance with very good accuracy.
tldr: oil prices will be falling soon. Utility companies are trying to lock in customers at today's prices.
