I had commented on this photo when it first was shown in the news,
It appears he is lying down with the way the elbow is angled and the awkward holding of the plaque.
Also, the medallion he is wearing is either photo shopped or he was lying down when photo was taken, does not hang naturally (have to enlarge to see).
