OKC anon here. A couple weeks ago daughter-I-L anon called early evening freaking out. She was hearing that same type of repetitive announcement and it had been going on for almost 1/2 hour. I looked online to see if anything was happening in the city or her area, about 5 miles from my place.
She called the police and was told it was a "test drill" and that there was no need for concern. Their place is a few blocks in middle between 2 busy roads. Calmed her down. Never found anything related to any tests or anything. It did stop eventually. Maybe they are plotting areas to determine how far sound carries to tweak or add equipment. Being in tornado alley, we have city sirens placed that way. Used to live across the street from one. Saturday noon tests were hated by my son's Akita.
Such activity in DC activity is a whole nuther thing, but it reminded me of her panicked call.
