Agreed, not an exact match 1:1, but rather a close resemblance with others who lack facial hair in related photos. Youth and childhood – male and/ or female.

Consider that it would be very unusual for a Pakistani of that generation to not have many siblings and cousins who share facial features.

Identification of the man in the sofa photo is proving difficult even where we have images that reportedly are of the same individual. The man in that sofa photo has a 5 o'clock shadow and moustache so unlikely he'd have no facial hair in later years so look earlier years?

Tracking origins is perhaps the key. And this all may be related to Hussein's summer travels that included Pakistan and, possibly, his use of a non-American passport. Hard digging so looking for nibbles.
