The decision is financially based. It is about balancing the weight of the planes. 1 obese person = 2 normal weight persons. Because the special ticket identifies the purchaser as overweight, the airline can assign a seat to an area of the plane with more empty seats, thus balancing the weight. If you do not believe this factors into the airlines decision to implement this, then ask yourself why are the airlines so concerned about your carry-on luggage being overweight?
