wonder if the earthquake didn't affect some of the systems that help the planes line up correctly for the runway.

Initial report was that the coast guard plane was a Dash-8 but one pilot says it looked like a Saab to him.
in the hours prior to the accident, this particular runway had only been used for departures.
Air traffic control then scheduled several flights to begin landing on this runway, and the accident aircraft was in fact the first of those planned arrivals.
Coast guard plane might not have known they were about to start accepting arrivals on that runway. Airbus pilot would have had difficulty seeing the coast guard turboprop in dark/evening conditions.
Air traffic control recording shows that the JAL A350 did in fact land on the correct runway (34R).
So either the coast guard crew misunderstood where they were supposed to be, or air traffic control didn't communicate that to them clearly.
