Their supply lines got cut off so they just brought the "product" to themselves via the border.
There is a strong possibility that there are those who have so much to hide
and to lose that they refuse to be recorded in the flight logs.
They also control the laws, judges and authorities which they deem themselves
above.
The unknown higher (lower) tiers of the pyramid are of greater concern in my opinion.
The middlings in the public view and conscience are cannon fodder.
Still important but distractions from those choosing to remain hidden.
