They may have finished the investigation. Criminal charges based on violence could be pending. Or not. Dealing on the server charge may spare him spy charges while helping the prosecution on other important cases.

The good news, is that it sounds like you have no personal experience with criminal law. The bad news is that you don’t seem to understand how it works.
There are many, many, many, many breads on this subject. You might want to check the archived notables rather than reinvent the wheel.
Taking down the cabal might take more time, especially when, as Q has pointed out, they have to remove and replace corrupt DOJ, FBI, INEL agencies, prosecutors and judges, AND, there are multitudes of connected cases in different stages as well as internal investigations taking place.
