International waters and maritime law would allow for legal sexual activity between a 12 yo and an adult as long as the ship was registered in the Philippines…so there really is no reason for an island other than blackmail. Who blackmails someone who didn't break the law?
Maritime law governing international waters falls back to the laws of the country where the ship is registered. In the Philippines, the legal age of consent is 12. If you are on a boat, registered to the Philippines and you are in international waters , you are not breaking any laws by having sex with a 12 yo.
