Local residents in Venezuela staged further protests on Monday as the failed socialist country now appears to be running out of clean water. Multiple groups of demonstrators blocked highways around the capital of Caracas to protest the lack of clean water supplies.

JACKSONVILLE, Fla. - U.S. Marshals have arrested a man who was wanted by the Grafton Police Department on multiple charges relating to kidnapping and sexual assault of a minor in June 2013.
Officials say that Xavier Ramos, 34, of Oxon Hill, Maryland was on the run for more than 5 years.
Ramos was arrested Tuesday in the Northern District of Florida near Jacksonville after Marshals in the Northern District of West Virginia were able to develop information that Ramos was working construction in the Jacksonville area according to officials.
Marshals say that Ramos and another man, Alex Sander Orellana-Cruz are accused of holding two teenagers against their will in a hotel room in Grafton. Marshals also say that during the kidnapping, Ramos and Cruz allegedly sexually assaulted the two victims who were 14 and 16 at the time.
Marshals believe Ramos fled from Grafton immediately after the incident and returned to the Oxon Hill area.
Cruz was arrested in Baltimore, Maryland on June 19, 2013 by Marshals.
Ramos will face extradition proceedings in Jacksonville before returning to West VirginIa.
