this is very strange. Imagine going through and listing all kinds of things someone is not guilty of.

I've never seen a plea agreement, so I'm not sure if it's normal or not but to me it looks extraneous.

... IE ... If I were to be investigated for a crap load of offenses and the government ended up not finding any evidence to back up most of them wouldn't the DA just drop the charges?

This is a little like the opposite of what I'd think a plea agreement would look like. It reads as if the defendant put the screws to the prosecutors.
