There are multiple kinds of disk mirroring (from an implementation perspective). From a high level perspective though, the purpose is to automatically copy the contents of one disk to other disk(s) so they are identical copies.
So yeah, you are right, it could certainly point to that.
Didn't Hillary's IT staff use Datto to back up her email server? The Datto service is a kind of disk mirroring.
