Because it was addressing the issue of slaves who had been freed. Not to people who are not citizens who happen to drop a baby on American soil.

Natural born has nothing to do with WHERE a person is born, but the Dems. have been pushing that idea so that they can claim that anchor babies are citizens.

They want us to think that the Founding Fathers were stupid enough to state in the Constitution that a foreign born citizen could drop a baby on US soil and that baby could be POTUS. With no allegiance to another country, ie the country where their parents were born.
There is a reason why they stated that the POTUS had to be a Natural Born Citizen. Natural Born means a person whose parents were citizens of the US at the time of their birth.
But the Dems. like to change the meanings of words and terms to fit their narratives and agendas.
I recall in High School Civics class being told that if our parents were not US citizens at the time of our birth that we could never be POTUS.
There were many kids in my High School who had parents who were immigrants and were not Naturalized citizens yet at the time of their birth. These kids were told that even though they were born on US soil, and were US citizens, they could never be POTUS.
But Civics isn't taught in High School anymore because TPTB don't want us to know anything outside of their Narrative.
