I can';t make out any particular person but a Google Street View search shows the photo has been taken at the junction of Hamilton Street and Portland Street in Mong Kok, Hong Kong. You see the reflection of the air vents of a car dashboard, so the photographer was in a car at the junction.

You'll see that the street doesn't have the same signage in the street view which is dated Jan 2017, which suggests that the photo is either older than that ie they have cleaned up the street furniture since it was taken; or is more recent - although I'd suggest that the signage in Q's photo looks pretty old, so I'd say Q's photo predates Jan 2017.
