Scripture does in fact refer to people of many nations as waters. Gathered waters he called seas (Genesis 1:10). His voice is like rushing waters.

Waters stands for people. The flood is not literal. Just like the tower of babel is not literal, but a hierarchy reaching unto God, you know like the Catholic church with a man sitting at the top of the tower claiming to speak for God and being infallible while doing so?. As it was in the days of Noah, so it is at the coming of the Son of man. As Jesus said, all these things are done in parable, so some although ever seeing never perceive. Seek Truth, not false tradition.
