Incorrect. It is not about liability. There are three things going on. The first intent is to foster degeneracy. When there is no punishment, undereducated looters steal freely. Big stores let this happen for a while intentionally so the looters become used to stealing. Then the big stores make it harder to steal. Looters wanting to steal are then forced to steal from small businesses. These small businesses will either fail or flee the area causing a creeping zone of poverty and drug abuse in an area of now high unemployment.
