Actually Rush Limbaugh popularized "Operation Chaos" back before the first Obummer election. He actually encouraged Republicans to change party affiliation to Dimocrat and cast a vote for Obummer and therefore against Killary.
It's legal, but states should get wise and start cutting off changes in party affiliation like 60 to 90 days before any primary to discourage the practice.

I did not hear Rush refer back to Operation Chaos much after Obummer was actually elected. I have a feeling he might have been happy having helped keep Killary out of the Oval Oriface, but greatly regretted actually assisting Obummer to get in.
I listened to Rush as much as I could back then, and his stated motivation for Operation Chaos was to keep Killary and Bill out of the WH.
She was considered a "shoe-in" for the nomination that cycle and Rush actively worked against them - The Clinton Crime Family!
With Rush, he basically shared his thinking about any topic - since he had a daily 3 hours of broadcast excellence to fill, so I highly doubt a deeper or more conspiratorial motivation.
