As others have said, the photo is likely old - pre 2017, so can't compare with recent image
William would be younger and have more hair then. The guy in the pic looks older than William now, let alone two years ago.
Also - the guy in the pic has quite a short upper body compared to William. I quickly checked the proportions in a photo tool to confirm.
