HKanon here, as Q is treating us with pictures from my city I'm going to do a little bit of digging to help with that unsolved crumb.
First thing, the picture is quite old, several years at least. Western Pacific Kindergarten is currently located in Yau Ma Tei, and the address provided by another anon in post >>2022797 does not yield any location remotely similar to Q's pic.
Thanks to the Sfalo signboard I was able to locate the pic, it was taken at the angle of Hamilton Street and Portland Street in Mongkok. If you look at Street view today you can see the area has changed quite a bit. But I am positive on the location. Based on the changes in landscape it could credibly be argued that it was taken during that period when Snowden was in Hong Kong, around 2013, though I can't say for sure. The guy on the picture definitely isn't him. It's not ES either, we are looking at a middle-aged half bald guy.
If I am right on the timing, we probably need to look into officials of that era, senior IC members or diplomats serving under the Obama administration. Who of that time could have been in HK when Snowden was?
The location isn't of great help either, it is very close to Mongkok subway, there are literally thousands of shops and agencies there that are constantly moving, it is one of the most densely populated areas in the world. What that guy was doing at this particular place, in time to be identified by counter-intelligence people is anyone's guess. But the question itself raises eyebrows. Who was spying on whom in Hong Kong several years ago?
