Article 1 section 10 Clause 3 gives TX the authority to declare invasion. Once that happens, the Country is in a "war-like" state.

Northcomm has authority over Virgin Islands and Bahamas. It would be a natural flow to have the FL Gov take that sector and that is why De Santis endorsed DJT and labeled border and invasion. He has not done so before this. De Santis dropped out now so he can be the civilian leader of that region
