FYI, each county (which is a unit subordinate to a State) has its own Sheriff. Sheriffs are elected officials, unlike all other law enforcement frontline people. There are many Sheriffs in the USA, adding up all the counties' Sheriffs. Some are worthy, others not so much.
The flaw in all your complaints is that Sheriffs' jurisdiction - the limits to their authority - end at the county line. Sheriffs have ZERO authority over State or national governments, EXCEPT in the county in which they serve.
