short term it is to profiteer off of voucherized welfare and to provide a cheep source of labor, to keep down the costs of the skimming of public funds, and to keep housing prices high, lodging prices high, hospital and medical prices high, and to fill up the schools to get public education vouchers, and not to have them vote, but to have them be counted so that the democrats can have more districts under their control, with few voters, that the onley people who vote are the ones running the welfare-provider businesses. (like in LA or parts of New York and Boston).
the count of those who do not vote should be equally distributed to all districts regardless of where those people are lodged (ie: there ought to be a equal amount of legal voters in every district).
