This memo / tweet is a CIA Station Chief London outcall for any burned or otherwise ousted agents or associates that are out for hire for work in the USA.
The realization that the humor also passes serious muster as open communications that at times would be utilized by such a CIA station chief sending out a message in the clear with true plausible deniability as it was just sent out as some humorous unrelated thing. This may also be a wake-up call to any sleeper cells and agents that it is now time to stand-to. Call anon crazy if you want to, but read it again.
