The Supreme Court didn't rule that Texas can't put up more razor wire, because the new Texas State law DOES NOT violate the Supremacy Clause.
It simply ruled that the feds can take it down, but they cannot stop Texas from putting it back up.
I don't know why everyone is calling this a loss for Texas.
