WASHINGTON — The Biden administration is discussing using weaponry sales to Israel as leverage to convince the government of Prime Minister Benjamin Netanyahu to heed longstanding U.S. calls to scale back its military assault in the Gaza Strip, according to three current U.S. officials and one former U.S. official familiar with the discussions.

 

At the direction of the White House, the Pentagon has been reviewing what weaponry Israel has requested that could be used as leverage, officials said. They said no decisions have been made.

 

The sources said Israeli officials continue to ask the administration for more weapons, including large aerial bombs, ammunition and air defenses. After weeks of private administration requests produced fewer results than the White House wants, the sources said. The U.S. is considering slowing or pausing the delivery of certain weapons in the hope that doing so will prod the Israelis to take action, such as opening humanitarian corridors to provide more aid to Palestinian civilians.

 

Among the weaponry the U.S. has discussed using as leverage are 155mm artillery rounds and Joint Direct Attack Munitions (JDAMs), which are guidance kits that convert dumb bombs into precision-guided munitions, the officials familiar with the discussions said. The officials said the administration is likely to continue to provide other conversion kits that make Israeli munitions more precise.

 

Officials said they are not likely to slow the delivery of air defenses, though the idea was considered, as well as other systems that can defend Israeli civilians and infrastructure from attack. The administration is focused on offensive military equipment in its review of what it could possibly withhold or delay, officials said.

Administration officials have also discussed offering the Israeli government more of the weapons it has requested as an incentive to take some steps that the U.S. has requested, officials said.

 

The effort comes after weeks of President Biden and his national security team failing to convince Netanyahu and other Israeli officials to dramatically change tactics in Gaza and to take more steps to minimize civilian casualties, officials said. It marks a potential shift in Biden’s approach by going beyond rhetorical pressure, largely behind the scenes, and to making tangible policy changes aimed at getting Israel to act.

 

A spokesperson for the National Security Council defended the administration's stance toward the conflict so far. “As the president has made clear, he believes that the approach he has pursued has been more effective,” the spokesperson said in a statement. “Israel has a right and obligation to defend themselves against the threat of Hamas, while abiding by international humanitarian law and protecting civilian lives, and we remain committed to support Israel in its fight against Hamas.”

 

The officials familiar with the discussions about Israeli weapons requests said senior Biden administration officials continue to be frustrated that Israel has often disregarded their calls for taking more care to minimize harm to Palestinian civilians, citing the deteriorating humanitarian conditions in Khan Younis as the most recent example. That frustration recently escalated inside the Pentagon as well, while Biden and other White House officials have long been privately exasperated with Netanyahu’s handling of the war.

 

Biden has said for weeks that he’s been doing all he can to get Israel to change its military tactics.

 

“I’ve been quietly working with the Israeli government to get them to reduce and significantly get out of Gaza,” Biden said on Jan. 8 when confronted by protesters calling for a ceasefire. “I’ve been using all that I can to do that.”

 

White House officials argue that Biden has had some success, though they concede that Israeli government officials still have not gone as far as the president has wanted.

 

A senior administration official, speaking on the condition of anonymity to talk candidly about frustrations with Israeli officials said, “There’s a lot more that needs to be done and that they need to be more careful about.”

Earthquake Prediction Model Based on Geomagnetic Field Data Using Automated Machine Learning

 

Abstract:

The observation of geomagnetic anomalies appearing prior to earthquakes (EQs) is theorized to be generated by the underground seismic processes. However, these pre-EQ anomalies can only provide ‘postdiction’ and are still inadequate for practical applications. So, the present study was conducted to pursue the long-term quest for real EQ prediction models through the adoption of automated machine learning (AutoML), which automates many laborious routines of model development. In this study, more than 50 years geomagnetic field data recorded at 131 magnetometer observatories globally were acquired. Several features were extracted from them through wavelet scattering transform. The features were used as the input to model optimization, of which the strategy for automatic algorithm selection and hyperparameter tuning were performed based on the Asynchronous Successive Halving Algorithm. From the implementation of five classification algorithms, neural network yielded the best performing model with an accuracy of 83.29%. The results showed that practical EQ prediction models could be achievable even for complex systems like lithospheric and seismo-induced geomagnetic processes by employing AutoML.

Spatial analyses on pre-earthquake ionospheric anomalies and magnetic storms observed by China seismo-electromagnetic satellite in August 2018

 

Abstract

The China Seismo-Electromagnetic Satellite (CSES), with a sun-synchronous orbit at 507 km altitude, was launched on 2 February 2018 to investigate pre-earthquake ionospheric anomalies (PEIAs) and ionospheric space weather. The CSES probes manifest longitudinal features of four-peak plasma density and three plasma depletions in the equatorial/low-latitudes as well as mid-latitude troughs. CSES plasma and the total electron content (TEC) of the global ionosphere map (GIM) are used to study PEIAs associated with a destructive M7.0 earthquake and its followed M6.5 and M6.3/M6.9 earthquakes in Lombok, Indonesia, on 5, 17, and 19 August 2018, respectively, as well as to examine ionospheric disturbances induced by an intense storm with the Dst index of − 175 nT on 26 August 2018. Anomalous increases (decreases) in the GIM TEC and CSES plasma density (temperature) frequently appear specifically over the epicenter days 1–5 before the M7.0 earthquake and followed earthquakes, when the geomagnetic conditions of these PEIA periods are relatively quiet, Dst: − 37 to 19 nT. In contrast, TEC and CSES plasma parameter anomalies occur globally in the southern hemisphere during the storm days of 26–28 August 2018. The CSES ion velocity shows that the electric fields of PEIAs associated with the M7.0 earthquake are 0.21/0.06 mV/m eastward and 0.11/0.10 mV/m downward at post-midnight/post-noon on 1–3 August 2018, while the penetration electric fields during the storm periods of 26–28 August 2018 are 0.17/0.45 mV/m westward/downward at post-midnight of 02:00 LT and 0.26/0.26 mV/m eastward/upward at post-noon of 14:00 LT. Spatial analyses on CSES plasma discriminate PEIAs from global effects and locate the epicenter of possible forthcoming large earthquakes. CSES ion velocities are useful to derive PEIA- and storm-related electric fields in the ionosphere.

Abstract

The number of investigations relevant to the study of geomagnetic activity, solar events, and cosmic rays, i.e., space weather phenomena, and their impact on human health has increased dramatically over the past few years. Numerous studies examine the reaction of the cardiovascular, nervous, and other functional systems to variations observed in geospace. These studies examine the behavior of human physiological parameters not only during different levels of activity of the Sun and in the interplanetary space (from no activity to remarkably intense activity) but also through geomagnetic activity storms and Forbush decreases. Here, individuals from the Hippocratio General Hospital in Athens, the cardiology clinics of Nikaia General Hospital in Piraeus, and the Heraklion University Hospital in Crete, Greece, were assessed during the time period from 2011 until 2018. The heart rate of the individuals was recorded every hour via the Holter electrocardiogram method. Data were analyzed using the analysis of variance (ANOVA) and the method of superimposed epochs. The investigation covers not only the ascending but also the descending phase of the solar cycle 24 (lasting until 2019 and with its maximum in the year 2014).

Long-Term Study of the Synchronization Effect between Geomagnetic Field Variations and Minute-Scale Heart-Rate Oscillations in Healthy People

 

Abstract

This study aimed to investigate the effect of human heart-rate synchronization with variations in the geomagnetic field (GMF) (“biogeophysical synchronization effect”). We analyzed 403 electrocardiogram (ECG) recordings of 100 or 120 min that were obtained in 2012–2023 from two middle-aged female volunteers in good health. The minute-value series of the GMF vector from the INTERMAGNET network was used. Each ECG recording was individually examined using cross-correlation and wavelet analysis. The findings from two separate experimental sets (306 recordings from Volunteer A and 97 from Volunteer B) displayed notable similarity in all aspects analyzed: (1) For both participants, the biogeophysical synchronization effect is observed in 40–53% of the recordings as a statistically significant (p < 0.0045) correlation between minute heart-rate (HR) time-series values and at least one of the horizontal components of the GMF, with a time shift between values of [−5, +5] min. (2) Wavelet analysis indicates that the spectra of the HR series and at least one GMF component exhibit similarity in 58–61% of cases. (3) The synchronization is most evident within the period range between 8–13 min. The probability of the synchronization effect manifestation was independent of the geomagnetic activity (GMA) level, which was recorded during the observations.
