it is binding ONLY in the Superior Court division of DC. It clearly states that it does not bind any other state or federal prosecutor.

Actually that is not true. In the case of Federal crimes a prosecutor such as say..Huber from Utah can prosecute a federal crime in any jurisdiction.
Right now the Clinton Foundation is being investigated in Arkansas and will be prosecuted there, but most crimes were committed in other states.
Also Awan actually had his business in Virginia and other ties in Florida.
Law fags went over this for two days. This is just a DC judge trying to cover up what happened, but it won't work. Period.
