Mining in ancient Rome

Roman mines supplied the empire with its currency. The production of currency was correlated with a significantly increased amount of lead. During periods of stability and high coin production, there was a high amount of lead production. However, during periods of crisis, such as the fall of the Roman Republic there was a decreased rate of coin production, and therefore a reduced rate of lead production.[18][19] Lead was also used to make water pipes and bullae.[20][21][22] The high amounts of lead in ancient Rome led to concurrently high amounts of lead poisoning.

 

Mines in ancient Rome gathered unprocessed metal and would then proceed to smelt it. Metal was one of the most important materials. It was used for crafts, construction, weapons, tools, and currency. Only low-status individuals or slaves worked in ancient Roman mines due to the high amounts of danger involved in their job.[36] The Romans had a punishment named damnatio ad metalla,[37] which condemned slaves and criminals to work in mines.[38][39] Their conditions were dangerous and miserable, usually resulting in death. Many mining slaves wished to die due to the horrible conditions in these mines.[40] Child slaves were common in mines as they were considered useful for crawling through narrow spaces.

 

During the Roman Empire mines and quarries were organized into districts. (Hello Hunger Games) They were governed by the lex metallis dicta, a law that dictated the rules and regulations of the mines and the punishments for violating them. Slaves who had stolen ore were flogged and prohibited from continuing to work in the mines, freedmen had their property confiscated and lost the privilege of working in the mines. In the case of sabotage, both groups would be banned from the mines. The lex metalli vispascensis, another law governing the mines allows for the collection of fees and gives certain groups the ability to monopolize their industry. Toll stations may have been placed around mining sites to mark their borders, collect fines, and manage the traffic and trade in the mine.

That text isn't from the Declaration of Independence ot the US Constitution or the Bill or Rights, or any of the State Constitutions, so it stands as an witty aphorism, but not a Law.

 

“A Law repugnant to the Constitution is void.” With these words written by Chief Justice Marshall, the Supreme Court for the first time declared unconstitutional a law passed by Congress and signed by the President.

 

"The very essence of civil liberty certainly consists in the right of every individual to claim the protection of the laws, whenever he receives an injury. One of the first duties of government is to afford that protection. [The] government of the United States has been emphatically termed a government of laws, and not of men. It will certainly cease to deserve this high appellation, if the laws furnish no remedy for the violation of a vested legal right. . . ."

 

The powers of the legislature are defined and limited; and that those limits may not be mistaken, or forgotten, the constitution is written. To what purpose are powers limited, and to what purpose is that limitation committed to writing, if these limits may, at any time, be passed by those intended to be restrained? The distinction between a government with limited and unlimited powers is abolished, if those limits do not confine the persons on whom they are imposed, and if acts prohibited and acts allowed, are of equal obligation. It is a proposition too plain to be contested, that the constitution controls any legislative act repugnant to it; or, that the legislature may alter the constitution by an ordinary act.

 

Between these alternatives there is no middle ground. The constitution is either a superior, paramount law, unchangeable by ordinary means, or it is on a level with ordinary legislative acts, and, like other acts, is alterable when the legislature shall please to alter it.

 

If the former part of the alternative be true, then a legislative act contrary to the constitution is not law: if the latter part be true, then written constitutions are absurd attempts, on the part of the people, to limit a power in its own nature illimitable.
