the plea states that the agreement is between awan and "the united states attorney's office for the district of columbia", and that those two parties do not have any other deals on the table.
it also states that awan will not be prosecuted for any:
non-violent crimes committed in DC
crimes which he's admitted to in the statement of offense
that leaves open:
crimes committed in VA or anywhere else in the country
violent crimes (human trafficking qualifies)
and his lawyer took a deal with the possibilty of a 30 year/$1mil penalty. sure he could walk on probation, but that's not how plea deals work. you plea to get a guaranteed reduction. the only guarantee in this document is that it shelters Hina Alvi.
