The Southern states were concerned that the corrupt Washington Establishment would attempt to brand their legitimate secession a rebellion and use military force against the new independent country that they formed, just as King George had branded the colonies’ declaration of independence a rebellion and just as the corrupt Washington establishment of today branded a legitimate Trump rally an insurrection. The states that seceded attempted to forestall being labeled a rebellion by giving a constitutional justification for their departure. As they were leaving because of their economic exploitation by the Morrill Tariff, a constitutional justification was problematic. In the US Constitution, a tariff is a federal matter, not a state matter. As I have explained at length in articles available on my website (use the search function–the image of a magnifying glass at the top right on the home page), slavery was a states rights issue. The Constitution required states to return runaway slaves, but some Northern states had ceased to abide by the Constitution. Thus, the South could claim that the North, not the South, had broken the Constitutional agreement, which justified Southern secession. This is the reason for the emphasis on slavery in state secession documents. The South’s argument was disingenuous for two reasons. The South did not secede because of slavery, and Lincoln made no threat against slavery. The Emancipation Proclamation came later well into the war and was a war measure hoping to cause a slave rebellion that would draw Confederate soldiers off the front lines in order to put down a slave rebellion. The slaves did not rebel, and Lincoln’s tactic failed.
