If it is deciding that it is low on energy and capacity, the answer will be shorter than the answer would be if it decides it gas unlimited energy and capacity. The solution to these problems is to not interact with any of it if possible. Stop buying stuff that has a tax added on, so Big Government paychecks dry up. Stop paying as many taxes as possible, don't commit tax fraud or anything like that, but you get the idea. Stop hiring and stop doing business with illegals/criminals. If there is no money or demand for them, then they have no reason to interact with you.

Simple economics, supply and demand.
