How many of the illegal aliens crossing the border will be enrolled in this program, but never see a ballot or actually cast a vote? Tons of ballots could be piled up and illegally filled out by an election fraudster, then cast/mailed in confidentially. How could voters prove a confidential ballot was filled out by an actual person who the ballot belonged to and not just used to confidentially cheat the system. Every migrant could be told to say they are a qualifying "victim" in order to have a ballot available for the fraudsters to use confidentially and illegally.

This is the program California will use to print up millions of unverifiable votes. Each illegal immigrant will be told to claim "victim" protection, then they can then vote confidentially. But they will never see a ballot. Fraudsters will pile up the confidential ballots and cast the vote confidentially.

The border problem will be stopped soon in order to make the Democrats look like they are tough on immigration now. They are going to secure the borders but still allow each "qualified" immigrant in through legal openings. The immigrant will be counted, then registered as a "victim" in the program so the fraudsters can fill out the immigrants ballot and cast it confidentially. The confidential ballot count will then match the number of immigrants they count coming through the approved border entry… just in case the confidential ballot count is challenged. It makes them look compassionate to their Democrat voter base who are too dumb to see that the sytem is being cheated confidentially.
