answer: tariffs. all DJT needs to do is to make a finding that China is polluting too much (since they are doing so much of the manufacturing, and since they don't buy into the climate change hoax) and that he will be taxing them on everything imported, until they comply with the paris accord, or whatever, and let our inspectors in to verify it.
