In future, some events may help Rs get needed votes
Scalise will be there to vote no. He is absent getting cancer treatments
Special Election in NY(?) will give Rs one more vote. Santo’s replacement? Or another??
Chad said that a tie vote would have been shown as a loss, BUT according to rules, the vote can be left open by Rs if vote is NOT A TIE.
THAT IS WHY ONE R CHANGED HIS VOTOE FROM YES TO NO…for strategic reasons ..not change of heart
