You ought to read the article in question, because among the potential scenarios involved it discusses how someone sharing images in a group chat that you are a member of (like a parents group) could have demanded a mandatory minimum sentence, or parents sharing images as proof of crimes. It appears to have been a poorly considered law which is being amended to avoid criminalization of such scenarios.
