Reporter: Something the Special Council said in his report is that, one of the reasons you are not charged is because, in his description, "you are a well-meaning, elderly man, with a poor memory."

Mr. Biden: I'm well-meaning, and I'm an elderly man, and I know what the hell I am doing. I'm the president of- this country back on it's feet. I don't need his recommendation.

Reporter: How bad is your memory, and can you continue as president?

Mr. Biden: My memory is so bad, I let you speak.

Second reporter: Do you feel your memory has gotten worse?

Mr. Biden: Look, my memory is not; my memory is fine.

Mr. Biden: I didn't know how half the boxes got in my garage until I found out staff gathered them up, put them together, and took them to the garage in my home…I wish I had paid more attention to how the documents were being moved, I thought they were being moved to the Archives.
