Check out this side by side streetview taken in January 2017. You'll notice it's roughly the same spot on Portland Street in Hong Kong although most of the signs have been taken down.

That said, it could be anyone. Maybe even a younger POTUS.

Yes but Google uses wide angle for streetview whereas Q's intel source may have used a telephoto lens.
