And you keep an image/backup of the most important data. Delete original file & keep a backup, the data itself is still not deleted.
Also, think degrees of separation. Take for example BHO comms, and all of the associated comm links. 5-6 people down the line who's comm data was saved, but isn't directly relevant to investigations into BHO & cronies, well, no longer need that, yet, keeping all of the evidence of BHO fuckery in comms.
Another thought i had other day…That 685 million could also be blackmail material that was collected for cabal use. Keep evidence of blackmail comms & threats from say, HRC to say, Sen. ABC, but delete the actual blackmail material that HRC had on Sen ABC.
What does the NSA get out of it all? Normie citizens thinks about their data being deleted. They kinda know it was collected, and are received that NSA doesn't keep it all forever. Meanwhile POTUS shakes a finger at NSA, public says they can't be so bad, they deleted my calls from their data. Better PR for NSA.
