He was off by 5 min because he didn't take into account the previous tweet with the 5 dots and capital C (8). So the C in Congress represented the number 8 and that's what needed to be subtracted from the number 328 to come up with the 5hrs and 20 minutes. Instead, Anon thought it was 5hr 25min because he didn't take the number from previous tweet, which was 8. Anon used 3 instead of 8, and that is why they were off by 5mins.
