Reporter: What makes these sanctions [against Russia] any more effective than the hundreds announced before?

Jean-Pierre: These sanctions are cumulative. These are five hundred new, targeted sanctions that are now being sanctioned; the targets are being sanctioned for the first time…these targets are within Russia's defense industrial base, it's financial system, and it will continue to impose costs on Russia to make it harder to carry out it's brutal war, and vicious war in Ukraine.

Reporter: You've had four thousand sanctions in the last two years. It hasn't stopped the war. How should the success of these sanctions be measured?

Jean-Pierre: We believe they've been effective. That's what we believe.
