Eisenhower spent most of his time in the Oval Office trying to keep people from thinking that a tactical nuclear war was possible and winnable.

Simultaneously he was building up our nuclear stockpile so he could threaten all who were considering a nuclear strike against us or our interests that he could and would respond in kind.

At the end of his terms, he gave the famous "beware the military industrial complex" speech. He knew he became part of the problem, by going along with the arms build up and saw how the MIC had become bigger than government and were torching off hots spots around the world just to keep their money flowing in. The MIC is part of what we are fighting, yet today.
