In order for anyone of any import to be just cruisin down the street like that - they'd need security. And I doubt they'd do it out in the open, even WITH security.
It almost looks like someone is sporting a spray-tan and a fake bald head. Some of the pics with Kerry and a prosthetic bald scalp look pretty good to me.
I gotta be honest with you, the FIRST person I think of when I see this is POTUS. The gait, the head tilted slightly forward, the way this guy's feet "look" like they swing from his limbs.
I saw POTUS first when I first looked at it, and I still do every time I come back to it.
What does it mean? Early meetings? Eyes on? Trust but verify? I don't know - but I can't get POTUS out of my mind when I see this person.
Now, there is one other I see, and that's Putin. The way the arm looks to swing from the body, kind of that gangster gait.
And finally - how tall is that white van. It's nearly the same height as our guy here. This could go a long way in narrowing the field of potentials.

Seems quite fortuitous and would take immense planning (or determination of target's patterns) ahead of time.
Maybe the shot is being taken by the target's protection detail?
It's pretty hard to tell actually. Most of these dates just look like version/date identifiers for technology specifications.
The 'CreateDate' is most likely when this image was cut or copied from the original…think I remember someone saying the dash has been edited out.
Yeah, all good questions. When Bill C wanted to do the dirty, he would go without much of his security detail…still risky though out on foot in the open…
