If you close at the hour hand you'll notice that it not in the correct position for the quarter hour ;-)
My guess…it's not working correctly and/or someone has afvanced the hour hand by mistake.

Key winding does not advance the hands :)
I have multiple mantle clocks and for the hour hand to be in that position it must have been moved otherwise it wouldn't be at the half hour mark when the minute hand has not reached the quarter hour position…
