It's not necessarily the "farmers."

More likely the feedlots are largely to blame.

Conventional feedlots have cattle on top of cattle walking knee deep in droppings.

This is at the end of life for them (last 60-90 days).

They get filled with anti-biotics because they're walking in shit all day.

And then they are harvested.

Get away from the feedlot monopolies that all the cattle are sent to and lower the need for anti-biotics.
