The U.S. Department of State is the oldest agency. Spying, diplomats, strategy were all wrapped up together. Pre-OSS, OSS all originated there until the world wars came and the WAR Department was created, then USIS/USIA. Government continued expanding, breaking out the intel agencies from those core agencies, but they never cut the ties and reshuffled responsibilities back and forth and in and out. There is no demarcation- just a shell game- and some of those never really moved. The War Department became DoD and others but they all have the same mother and the children are inbreeds.
